Question 1.

Does project experience in Pennsylvania for other public utilities or authorities (besides solid waste) count toward the points for “PA municipal authority experience?” What about project experience with municipal authorities outside of Pennsylvania?

Answer 1.

Yes, other Pennsylvania public utility or authority experience (beyond solid waste) counts toward those points. We are also open to considering closely analogous multi-state experience, as we are ultimately looking for a demonstration of an understanding of the local context and state law—or the ability to get up to speed on those quickly.
