The Pittsburgh region faces significant challenges in the management of stormwater, as the aging and inadequately sized combined sewer system is unable to handle the high volume of stormwater that flows into the system during severe wet weather events.

Pittsburgh is facing unprecedented challenges in managing and mitigating stormwater in the region.
In 2014, regional stakeholders, ALCOSAN, 3 Rivers Wet Weather (3RWW) and the Congress of Neighboring Communities (CONNECT) partnered to develop an implementation plan for sewer regionalization.
Researchers from the University of Pittsburgh Graduate School of Public and International affairs found that Pittsburgh is experiencing an increase in the number and severity of wet weather events due to changes in the built environment as well as climate change.
